Tried to program key for a 2007 Rabbit, It told me to retrieve PIN code first by going into Common then Special Functions, I could not find anything that allowed me to retrieve the PIN. I did find a Download Password but I needed an internet connection and didn't have one. Was this what I needed or is the Password something totally different? I am not familiar with VW at all.
